The Brazilian Navy (MB), continuing the STRATEGICAL PROGRAM “BUILDING THE NAVAL
POWER CORE”, informs that the final proposal of the CONSORTIUM “ÁGUAS AZUIS”, dated
March 8, 2019, was selected as the Best Offer for the Obtainment Project, for
construction, from Corvettes Classe “TAMANDARÉ”.
1 - The Selection Process of the Best Offer
The selection process, which employed the natural expertise of the personnel from MB itself, had the technical support in specific areas of Fundação Getúlio Vargas (FGV) and Banco Nacional de Desenvolvimento Econômico e Social (BNDES).
Its development happened in 15 months, from the disclosure of the RFP nº 40005/2017-001, on December 19, 2017. During this period the Questioning Phases; Analysis and Refining of the Proposal; and Negotiation were executed, involving the issuance of 386 (three hundred and eighty-six) circulars between the project management and the proponents.
The selection process adopted by MB was based in 2 basilar instruments for the decision making: Multicriteria Analysis to the Decision (AMD) and Risk Analysis.
AMD was composed by 215 criteria. Such criteria were established in a matrix manner, with the participation of experts of the Technical Directorate and Budget/Financial Sector of MB, encompassing the following areas of analysis: Platform; Combat Systems; Communication & IT; Aircrafts; Commercial Proposal and Taxes; Technical Capabilities of the National Shipyards; Life Cycle; and Transfer of Technology, Compensations and Local Content.
The first level of AMD was composed by 4 macro criteria, that is, for the central areas of interest for the selection process presented in Table No. 1.
The second instrument of the same level of importance for the selection of the Best Offer consisted in a permanent Risk Analysis in the various phases of the process, in the light of the guidelines issued in the Decree No. 9.203/2017 and other instruments and guidelines related. Such documents define the good practices of public governance, principles and guidelines, with the purpose of contributing with more technical and legal safety to the decision process.
For the purpose of the surveying events (risks, problems, opportunities or benefits), to the similarity of the structure of the AMD, the proposals were analyzed taking as basis the same central areas of interests for the process of choice, as previously described.
Additionally, the events related to the legal/tax and economic/financial capabilities of the shareholder companies of the Consortium, of the companies pointed as beneficiaries for the transfer of Technology of the Combat Management System and Platform (ToT of CMS and IPMS), as well as national Shipyard involved were analyzed..
2 - The Consortium Selected and the Future Classe “Tamandaré”
The Consortium selected achieved, in the selection phase, the indexes of Local Content of 31,6% for the 1st ship and average of 41% for the other ships of the series, being formed by the companies Atech Negócios em Tecnologias S.A, EMBRAER S.A. And THYSSENKRUPP Marine Systems GmbH(TKMS) The following companies will be subcontracted: ATLAS Elektronik, Estaleiro ALIANÇA S.A. and L3 MAPPS.
The proposal selected presents a project of a Ship of Intellectual Property (NAPIP) of the German company TKMS, based on the ships of the Class “Meko A100”.
The future Corvettes of the Class “TAMANDARÉ” will have the following features of the platform and the Combat System.
3 - EMGEPRON and the contractual formalization
A EMGEPRON will initiate the actions for the signatures of the contracts with the future SPE “ÁGUAS AZUIS”, in the quality of Contracting Party of the Obtainment Project, by construction of the Corvettes Classe Tamandaré.
The Main Contract and the other Affiliated Contracts (Transfer of Technology, Integrated Logistic Support and Compensation), for the obtainment of up until 4 ships, will be signed preferably until the end of the current year, in accordance to the conditions provided in the RFP no. 40005/2017-00.
In addition, it will be negotiated simultaneously, for the first time on MB, the structuring of the ships life cycle management, including the Service Support contract (post sales maintenance). Such initiative, depending of the success achieved, will contribute for a greater operative availability of the future ships during all the activities cycle, in addition to contributing for a greater presence of business for Industrial Base of the Defense (BID). The definitive delivery prediction of the ships to MB is planned for the period between 2024 and 2028 with the possibility of generation of around 2000 direct jobs and 6000 indirect jobs.
